Few product categories combine electricity and water as intimately as domestic water heaters — and few carry a comparable risk when built badly. The geyser mounted above a bathroom, the immersion rod dropped into a bucket, and the instantaneous heater under a kitchen sink all place a live heating element inside a water-filled vessel in a wet room where users stand barefoot. Insulation failure, an earthing fault, a defective thermostat, or a jammed pressure-relief arrangement can produce electrocution or a burst tank. That is precisely why the government has brought the category under compulsory BIS certification through the Electrical Appliances for Domestic Water Heating (Quality Control) Order — first notified as the 2023 Order vide S.O. 1253(E) dated 5 March 2024 and subsequently issued as the 2025 Order vide S.O. 355(E) dated 21 January 2025 — making the ISI mark mandatory under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018, as listed on the BIS list of products under compulsory certification. The order covers five Indian Standards spanning storage geysers, instantaneous heaters, immersion heaters, and gas-fired mini water heaters running on piped natural gas. For manufacturers and importers, every covered product must be made at a BIS-licensed factory and carry the ISI mark before it can be manufactured, imported, stored, or sold in India. Why Domestic Water Heating Appliances Fall Under Mandatory BIS Certification Quality Control Orders are the government’s instrument for making an Indian Standard mandatory. Once a QCO is notified under the BIS Act, 2016, no person can manufacture, import, distribute, sell, hire, lease, store, or exhibit for sale any covered product without the ISI mark granted under a valid BIS licence. For water heaters the safety case is unusually direct, because the hazards are severe and the failure modes are well documented. Electric shock is the primary risk: a heating element whose sheath fails, an inadequate earth connection, or degraded insulation puts mains voltage into water that a user is touching. Storage geysers add a pressure hazard — a tank that continues heating because a thermostat has failed, with a blocked or absent pressure-relief valve, can rupture violently. Scalding is a third risk where temperature control is unreliable. Immersion heaters, the cheapest and most widely sold product in the category, are the most dangerous of all when badly made, because they are handled directly, immersed by hand, and frequently used in metal buckets. None of this is assessable by the buyer. A geyser’s tank lining, element quality, thermostat reliability, and earthing integrity are invisible behind a painted shell. Certified conformity to the Indian Standard verifies electrical safety, thermal control, pressure integrity, and construction quality at the factory. For manufacturers, the QCO is also a commercial gate: organised retail, builders and project procurement, and e-commerce platforms verify BIS licences, and customs authorities check compliance at import. A storage water heater manufacturer therefore needs conformity under both, not one or the other — a common and costly misreading at application stage. Second, the schedule is not purely electrical: IS 17150 brings PNG-fired mini water heaters into the same order, so a manufacturer with both electric and gas lines needs to plan across the full schedule. Manufacturers should confirm the exact covered products, standards, and current editions against the latest notification before testing, because the licence is granted per standard, per manufacturing location. Who Must Comply The QCO binds every link in the supply chain. Indian manufacturers need a BIS licence under Scheme-I for each manufacturing premises and each applicable standard. Importers cannot clear covered water heaters through customs unless the foreign manufacturing site itself holds a BIS licence — obtained through the Foreign Manufacturers Certification Scheme (FMCS), under which BIS audits the overseas factory and grants the ISI licence to the foreign entity, which must also appoint an Authorised Indian Representative (AIR) resident in India. The Indian importer cannot hold the licence on the factory’s behalf. Traders, distributors, builders, and marketplaces are equally barred from storing or selling non-compliant stock. Manufacturers should confirm the operative implementation dates for their enterprise category — general, small, and micro enterprises are given staggered timelines — against the current notification, particularly given that the category has been addressed by successive orders in 2024 and 2025. DPIIT has also issued cross-cutting exemption orders for goods and articles against import and against purchase (S.O. 775(E) and S.O. 776(E), both dated 13 February 2026) that apply across several QCO categories, and goods manufactured domestically for export are typically outside scope.
