The RCM shows compliance with Australian and NZ electrical safety (EESS) and ACMA EMC/radio rules. A local responsible supplier registers, and Level 3 products need a certificate from a recognised certifier. PCN prepares the certificates and CB-based evidence.
| Responsible supplier | AU/NZ importer or manufacturer |
|---|---|
| Level 3 | Certificate + registration |
| Level 2 / 1 | Registration / supplier obligations |
| ACMA | EMC, radio, telecom |
| Mark | RCM (AS/NZS 4417) |
Electrical and electronic products supplied in Australia and New Zealand must meet two sets of rules. The first is the Australian Communications and Media Authority (ACMA) requirements for EMC, radiocommunications, telecommunications and EME. The second, for mains-powered products, is the Electrical Equipment Safety System (EESS) administered by state and New Zealand electrical safety regulators. Compliance with both is shown by a single mark, the Regulatory Compliance Mark (RCM).
The legal obligations sit with the responsible supplier: an Australian or New Zealand business (with an ABN or NZBN) registered on the national database. An Indian exporter cannot take this role itself, so PCN works with your importer or a local agent to set it up correctly.
| ACMA – EMC | Most electronic products. Test reports to AS/NZS CISPR standards, a supplier Declaration of Conformity and a compliance folder. |
|---|---|
| ACMA – Radio & Telecom | Short-range wireless devices (AS/NZS 4268 and related standards) and telecom customer equipment (AS/CA standards). |
| EESS Level 3 (high risk) | In-scope electrical equipment listed in AS/NZS 4417.2, such as many household appliances, power supplies and chargers. Needs a Certificate of Conformity from a recognised certifier, plus registration. |
| EESS Level 2 / Level 1 | Medium-risk equipment must be registered on the EESS database. All equipment must meet the relevant safety standards, such as AS/NZS 60335 or AS/NZS 62368.1. |
| Energy efficiency (GEMS) | Regulated appliances such as air-conditioners, refrigerators, motors and TVs also need energy registration. |
If you already hold a CB test report covering Australian/NZ differences, a Level 3 certificate can often be issued within 2–6 weeks. Without one, allow extra time for testing. Certificates are issued for a fixed period (commonly up to 5 years), and responsible-supplier registrations must also be kept current.
Cost depends on the EESS risk level, whether existing CB or EMC reports can be reused, and the number of models covered.
