What Is ANATEL Certification?

ANATEL (Agência Nacional de Telecomunicações) is Brazil’s telecommunications regulator. Telecom and radio-frequency products must be certified by an ANATEL-designated certification body (OCD, Organismo de Certificação Designado) and then homologated by ANATEL before they can be imported, sold or used in Brazil. The framework is set by ANATEL’s conformity assessment regulation (Resolution No. 715/2019) and related requirements.

Homologated products must carry the ANATEL identification and homologation number.

ANATEL Certification Process

  1. Product classification. We identify the ANATEL product category, applicable technical requirements and certification model.
  2. Application. Submit the technical file, RF specifications, photos, user manual, label and Brazilian applicant details.
  3. Testing. Samples are tested at laboratories accepted under ANATEL rules for RF, EMC, safety and SAR where applicable.
  4. Factory evaluation. Where the certification model requires it, the manufacturing site and quality system are assessed.
  5. Certificate of conformity. PCN Do Brazil reviews the results and issues the certificate.
  6. ANATEL homologation. The certificate is submitted to ANATEL, which issues the homologation.
  7. Maintenance. Surveillance keeps the certification valid, and product changes are handled through updates.

ANATEL Certification FAQs

What is the difference between ANATEL certification and homologation?

Certification is carried out by a designated certification body such as PCN Do Brazil, which issues the certificate of conformity. Homologation is ANATEL’s formal approval, granted on the basis of that certificate. You need both to sell in Brazil.

Can a foreign manufacturer hold ANATEL homologation?

ANATEL applications generally require a legally established entity in Brazil, such as an importer or legal representative. We guide you through this.

Can FCC or CE test reports be used?

Brazil has its own requirements and laboratory acceptance rules. Existing reports help us plan testing, but whether they can be used depends on the product category and ANATEL’s rules.

How long does ANATEL certification take?

It depends on the product and the testing required, counted from receipt of complete documents and samples. You get a written timeline with your quote.

My product has Wi-Fi and runs on mains power. What do I need?

Often both ANATEL (for the radio) and INMETRO (for electrical safety, if the product category is regulated). PCN Do Brazil can handle both.

PCN Do Brazil makes certification decisions impartially under its ANATEL designation. PCN India Global provides client coordination in India. Certification outcomes depend solely on product conformity.
