Product Certification for Russia and the Eurasian Economic Union
One EAC certificate or declaration opens all five Eurasian Economic Union markets – Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan. PCN coordinates testing, the EAEU applicant and the certification body for Indian and international manufacturers.
Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan share one set of technical regulations under the Eurasian Economic Union. Regulated products need an EAC certificate or declaration of conformity issued to an applicant registered in a member state, after which the EAC mark is valid across the whole Union.

Products under EAEU technical regulations (TR CU / TR EAEU) need an EAC certificate or declaration of conformity, issued to an applicant registered in the Union, before they can be sold in any member state.
Which EAEU technical regulations apply to your product?
EAEU technical regulations are organised by product type. Many products fall under more than one, so a single EAC document often covers several regulations at once.
Regulation
Covers
TR CU 004/2011
Low-voltage electrical equipment (50–1000 V AC, 75–1500 V DC)
TR CU 020/2011
Electromagnetic compatibility (EMC) of technical equipment
TR EAEU 037/2016
Restriction of hazardous substances in electrical and electronic products
Higher-risk products need an EAC Certificate of Conformity, issued by an accredited EAEU certification body after testing and, in many schemes, an assessment of production. Other products can use an EAC Declaration of Conformity, which the applicant issues on the basis of test reports and registers in the EAEU unified register. For serial production, both are usually issued for up to 5 years.
In every case, the applicant must be a legal entity registered in an EAEU member state, either the manufacturer’s authorised representative or the importer. PCN can help arrange a reliable applicant if you do not yet have one.

Products with encryption functions, such as many Wi-Fi and Bluetooth devices, generally need a separate notification before import, in addition to EAC.
Is one EAC certificate valid in all member countries?
Yes. An EAC certificate or declaration registered in the unified register is valid across Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan.
Is anything else needed for exports to Russia?
Before shipping, check current export-control, sanctions and payment rules with your bank and freight forwarder, as these change frequently.
