EPR Registration in India – One Guide to All Five CPCB EPR Regimes

Home › Services › EPR Registration in India

Extended Producer Responsibility (EPR) makes the company that places a product or its packaging on the Indian market responsible for collecting and recycling it at end of life. India now runs five separate EPR regimes — plastic packaging, e-waste, batteries, waste tyres and used oil — each with its own rules, registration on a Central Pollution Control Board (CPCB) portal, annual targets and returns. PCN Global India Corporation acts as your EPR registration consultant in India: we identify which regimes apply, register you, plan targets, arrange EPR certificates from registered recyclers and file your returns on time.

Key Highlights

  • EPR is mandatory for producers, importers and brand owners covered by the relevant waste-management rules — including foreign brands selling in India
  • Registration, targets, EPR certificates and annual returns are all handled on CPCB’s centralised EPR portals
  • Targets are met by buying EPR certificates generated by registered recyclers or processors
  • Non-compliance can attract environmental compensation and action against unregistered entities
  • Many businesses need more than one EPR registration — for example, an electronics importer usually needs e-waste, battery and plastic packaging EPR

Do You Need EPR Registration?

  • Manufacturers selling products in plastic packaging, or making electronics, batteries, tyres or lubricants
  • Importers — every importer of covered products or packaged goods is treated as a producer for EPR
  • Brand owners who sell under their own brand, even if a contract manufacturer makes the product
  • E-commerce and D2C brands — marketplaces increasingly ask for EPR registration numbers before listing
  • Foreign manufacturers supplying India through an importer or Indian subsidiary

EPR Registration Process

Applicability Assessment

We map your products, packaging and imports to the right EPR regimes and categories.

Document Preparation

Company documents, GST, IEC, product and packaging data, and sales or import quantities.

CPCB Portal Registration

Online application on the relevant CPCB EPR portal, with query handling until registration is granted.

Target Calculation & Plan

We calculate your annual EPR obligation and build a fulfilment plan.

EPR Certificates

We source EPR certificates from CPCB-registered recyclers and processors and verify them on the portal.

Returns & Ongoing Compliance

Periodic returns filed on time as each regime requires; registration details kept current.

Documents Usually Required

  • Certificate of incorporation, PAN and GST registration
  • Import Export Code (IEC) for importers
  • Authorised signatory details and authorisation letter
  • Product list or EEE codes, battery types, tyre categories or oil grades as applicable
  • Plastic packaging category-wise quantities (for plastic EPR)
  • Sales and import data for previous years
  • Consent to Operate / state pollution board documents where applicable

Consequences of Non-Compliance

Selling covered products without EPR registration, or missing targets, can lead to environmental compensation levied by CPCB, suspension or cancellation of registration, and practical blocks such as marketplace delisting or customs questions on imports. Shortfalls in targets can be carried forward with compensation, so a missed year becomes more expensive later. Early registration and a clear target plan avoid these costs.

Why Choose PCN Global India Corporation?

Frequently Asked Questions (FAQs)

What is EPR registration in India?

EPR registration is the mandatory registration of producers, importers and brand owners on the CPCB portal under India’s waste-management rules, making them responsible for collecting and recycling the plastic packaging, e-waste, batteries, tyres or used oil they place on the market.

Who needs EPR registration?

Any producer, importer or brand owner of products covered by the Plastic Waste Management Rules, E-Waste (Management) Rules 2022, Battery Waste Management Rules 2022, or the EPR provisions for waste tyres and used oil under the Hazardous and Other Wastes Rules.

Is EPR registration required for importers?

Yes. Importers of covered products, and importers of goods in plastic packaging, are treated as producers and must register and meet EPR targets.

How are EPR targets fulfilled?

Targets are fulfilled by purchasing EPR certificates generated by CPCB-registered recyclers or processors and reflecting them on the CPCB portal, followed by filing the required returns.

Can one company need more than one EPR registration?

Yes. For example, an electronics importer usually needs e-waste EPR for the devices, battery EPR for the batteries inside them and plastic EPR for the packaging.

What happens if we do not register for EPR?

CPCB can levy environmental compensation, and unregistered entities may face suspension of operations, marketplace delisting and difficulties with imports.
