Lithium-ion Battery Certification in India: Requirements, Process and Timelines

Lithium-ion cells and battery packs are regulated both for safety and, increasingly, for end-of-life collection and recycling. In India, BIS, the Department of Telecommunications, BEE and CPCB each regulate a different part of the product, and overseas manufacturers must apply through an Indian representative.

Quick answer

To import and sell lithium-ion batteries in India you will typically need:

Each row links to our detailed guide for that scheme. “Conditional” means it depends on the model’s features, packaging or sales channel – we confirm this in the free applicability check.

Step-by-step: how to certify a lithium-ion battery for India

  1. Confirm scope for your model. Share the datasheet, materials, any radio, battery or power-supply details and the HS code so we can confirm exactly which of the schemes above apply – India publishes product scope through Quality Control Orders, the CRS list, WPC notifications and TEC's MTCTE phases, and these change regularly.
  2. Set up the local party. Overseas factories appoint an Authorised Indian Representative (AIR) for BIS, and an Indian importer or brand owner registers for WPC, EPR and LMPC. PCN can act as or set up your AIR.
  3. Test in a BIS-recognised lab and register under CRS. Samples are tested in India to the applicable Indian Standard, then the application is filed on the BIS portal. Each brand, model series and factory is registered, and the product is marked with the Standard Mark and R-number.
  4. Register for Battery EPR with CPCB. Batteries – including those built into devices – need producer registration and annual collection and recycling targets.
  5. Keep it valid. Renew BIS registrations before expiry, add new models or factories by inclusion, file annual EPR returns and meet recycling targets, and keep LMPC declarations on every pack.

Testing and documentation

Testing your lithium-ion battery will need

  • Battery safety to IEC 62133-2 (India: IS 16046 Part 2)
  • UN 38.3 transport testing (needed for air and sea shipment)
  • Chemical tests for restricted substances (mercury, cadmium, lead) and REACH SVHCs

Exact standards and editions depend on the model and the scheme; we confirm the test plan before any sample is shipped.

Documents to prepare

  • Cell and pack datasheets (chemistry, capacity, voltage, energy in Wh)
  • BMS / protection circuit description
  • UN 38.3 test summary
  • Material safety data sheet (SDS)
  • Label artwork including recycling and chemistry markings
  • Authorised Indian Representative (AIR) letter and ID documents (for BIS)
  • Importer IEC and GST details (for EPR, LMPC and WPC)

FAQs: lithium-ion battery certification in India

Is BIS CRS mandatory for lithium-ion batteries in India?

Yes. Lithium-ion cells and batteries for portable applications are on the Compulsory Registration Scheme list (IS 16046 Part 2). Registration based on test reports from a BIS-recognised Indian lab; no factory audit. Each brand, model series and factory needs its own registration.

What certifications do lithium-ion batteries need in India?

The core requirements are BIS CRS, EPR Battery. The table above explains why each one applies.

Does a foreign manufacturer need a local representative in India?

Yes for most schemes. BIS requires an Authorised Indian Representative (AIR) for foreign manufacturers, and EPR, LMPC and WPC filings are made by an Indian importer, brand owner or representative. By scheme – BIS CRS: Yes for foreign manufacturers (AIR); EPR Battery: Yes – Indian producer/importer registers.

How long does lithium-ion battery certification take in India?

Typical timelines by scheme: BIS CRS: Varies – ask us; EPR Battery: Varies – ask us. Schemes can run in parallel once samples and documents are ready. Send us your model details for a realistic plan.

Can I reuse existing test reports for India?

Partly. BIS CRS and TEC MTCTE require testing in BIS-recognised or TEC-designated labs in India, so foreign reports cannot replace that testing, but existing IEC/CB reports help you pass first time. WPC ETA is mostly based on RF test reports, and ISO 17025 lab reports are usually accepted there.
