Toy Certification in the UAE: Requirements, Process and Timelines

Toys are one of the most tightly regulated consumer categories worldwide: mechanical safety, flammability and chemical limits are tested for every design, with extra electrical tests for battery-powered toys. The UAE regulates products through MoIAT's ECAS scheme and TDRA type approval for radio and telecom equipment, and toys and appliances may also carry the GCC G-Mark.

Step-by-step: how to certify a toy for the UAE

  1. Confirm scope for your model. Share the datasheet, materials, any radio, battery or power-supply details and the HS code so we can confirm exactly which of the schemes above apply – the ECAS technical regulation that covers the product, and whether it contains a radio, decide which approvals apply.
  2. Set up the local party. Appoint a UAE-registered applicant – usually your importer or distributor – to hold the ECAS certificate and TDRA registration.
  3. Obtain the ECAS certificate. The product is certified against the applicable UAE technical regulation through MoIAT's ECAS scheme; EQM is available as a higher-tier mark.
  4. Obtain the GCC G-Mark. A GSO-notified body certifies the product and issues the G-Mark with QR-code traceability, recognised across the GCC.
  5. Keep it valid. Renew ECAS certificates annually and keep TDRA registrations and G-Mark listings current for each model.

Testing and documentation

Testing your toy will need

  • Mechanical and physical safety (small parts, sharp edges, strength) – EN 71-1, ASTM F963, ISO 8124-1 or IS 9873 Part 1
  • Flammability (EN 71-2 / ISO 8124-2)
  • Migration of heavy metals and chemical limits (EN 71-3, CPSIA lead and phthalates, IS 9873 Part 3)
  • Electrical toy safety (EN IEC 62115 or local equivalent) for battery or mains-powered toys
  • Age grading and warning-label review

Exact standards and editions depend on the model and the scheme; we confirm the test plan before any sample is shipped.

Documents to prepare

  • Product photos and age grading
  • Bill of materials with every material and colourant
  • Supplier material declarations and test reports
  • Instructions, warnings and packaging artwork
  • Factory details for audits where required
  • UAE applicant's trade licence
  • Arabic/English labelling
