Toy Certification in the UK: Requirements, Process and Timelines

Toys are one of the most tightly regulated consumer categories worldwide: mechanical safety, flammability and chemical limits are tested for every design, with extra electrical tests for battery-powered toys. Great Britain has its own UKCA regime but continues to recognise CE marking for most products, while the PSTI Act adds mandatory security rules for connected consumer devices.

Step-by-step: how to certify a toy for the UK

  1. Confirm scope for your model. Share the datasheet, materials, any radio, battery or power-supply details and the HS code so we can confirm exactly which of the schemes above apply – in the UK you decide between UKCA and CE, then check whether the PSTI security regime applies to connected products.
  2. Set up the local party. Make sure a UK importer or UK-based economic operator is identified on the product, packaging or accompanying documents.
  3. Check UK REACH obligations. Confirm that restricted substances and SVHCs are within limits and that any GB registration duties are covered by your importer or Only Representative.
  4. Sign the UK Declaration of Conformity and mark the product. Use the UKCA mark (or CE, where the UK continues to recognise it) with the UK importer's details.
  5. Keep it valid. Keep the UK Declaration of Conformity and technical documentation for 10 years, publish and honour the PSTI security-update period where it applies, and watch for changes in the UK's CE-recognition policy.

Testing and documentation

Testing your toy will need

  • Mechanical and physical safety (small parts, sharp edges, strength) – EN 71-1, ASTM F963, ISO 8124-1 or IS 9873 Part 1
  • Flammability (EN 71-2 / ISO 8124-2)
  • Migration of heavy metals and chemical limits (EN 71-3, CPSIA lead and phthalates, IS 9873 Part 3)
  • Electrical toy safety (EN IEC 62115 or local equivalent) for battery or mains-powered toys
  • Age grading and warning-label review

Exact standards and editions depend on the model and the scheme; we confirm the test plan before any sample is shipped.

Documents to prepare

  • Product photos and age grading
  • Bill of materials with every material and colourant
  • Supplier material declarations and test reports
  • Instructions, warnings and packaging artwork
  • Factory details for audits where required
  • UK Declaration of Conformity (or EU DoC where CE is used)
  • PSTI statement of compliance for connectable products
