BIS ISI Certification for Ceiling Fans: IS 374:2019 Under the Electric Ceiling Type Fans QCO 2023
Ceiling fans need two separate approvals in India: a BIS ISI licence to IS 374:2019 for safety and performance, and a BEE star label for energy efficiency. This guide covers the BIS side, under the Electric Ceiling Type Fans (Quality Control) Order, 2023.
The QCO at a Glance
| Item | Detail |
|---|---|
| Order | Electric Ceiling Type Fans (Quality Control) Order, 2023 |
| Notification | S.O. 3641(E), dated 9 August 2023 (Ministry of Commerce & Industry) |
| Standard | IS 374:2019 – Electric Ceiling Type Fans and Regulators |
| In force | Six months after publication for large units, with extra time for small and micro units. Now fully in force. |
What IS 374:2019 Tests
- Performance: air delivery, power input and service value at rated voltage and speed
- Electrical safety: insulation resistance, high-voltage (dielectric) strength, leakage current and earthing
- Thermal: winding temperature rise
- Mechanical: blade balance, suspension and downrod safety, and endurance running
- Regulators: requirements for the speed regulators supplied with the fan
- Marking: rating plate details, sweep size, and the Standard Mark with the CM/L number
BIS and BEE: Two Separate Approvals
BEE star labelling for ceiling fans has been mandatory since 1 January 2023. The BEE application relies on an IS 374 test report from a recognised laboratory, so running both tests together saves weeks. See our BEE star rating guide for ceiling fans.
Who Needs It
- Indian fan manufacturers, including BLDC fan makers
- Foreign manufacturers exporting fans to India, through FMCS, with an AIR
- Brand owners using OEM or ODM factories: each factory needs its own licence
Certification Process
- Group models into series by sweep, motor type (induction or BLDC) and construction.
- Test the representative models at a BIS-recognised lab to IS 374:2019.
- File the application on Manak Online with test reports, the factory QC plan and the equipment list.
- BIS audits the factory and draws samples.
- BIS grants the licence, and you start ISI marking.
- Apply for BEE star labelling using the same test data.
Typical Timeline
| Stage | Typical duration |
|---|---|
| Gap analysis & document prep | 1–2 weeks |
| Sample testing at BIS-recognised lab | 2–4 weeks |
| Application on Manak Online & scrutiny | 1–2 weeks |
| Factory inspection & sample drawal | 2–4 weeks |
| Grant of licence | 2–4 weeks after a clean audit |
Durations are indicative and depend on sample readiness, lab queues and audit scheduling. See our BIS certification cost and timeline breakdown for fee heads.
Common Mistakes
- Assuming BEE registration replaces the ISI licence. It does not, and both are compulsory.
- Leaving the regulator out of the test plan
- Declaring an air delivery figure on the rating plate that does not match the test result
Frequently Asked Questions
Is ISI mark mandatory for ceiling fans in India?
Yes. The Electric Ceiling Type Fans (Quality Control) Order, 2023 (S.O. 3641(E)) requires ceiling fans to conform to IS 374:2019 and carry the ISI mark under a BIS licence.
Do ceiling fans need both BIS and BEE?
Yes. The BIS ISI licence to IS 374:2019 covers safety and performance. BEE star labelling, mandatory since 1 January 2023, covers energy efficiency. They are separate approvals.
Are BLDC ceiling fans covered by IS 374:2019?
Ceiling fans in the scope of IS 374:2019 are covered whatever the motor technology. BLDC designs should be tested against the applicable clauses of the standard.
How long does BIS certification for ceiling fans take?
Domestic licences typically take 2–3 months from testing to grant. FMCS licences for foreign factories usually take 4–6 months, mainly because of the overseas audit.
