BIS Certification for Bicycles in India

BIS Certification for Bicycles in India: Retro-Reflector QCO, IS 10613 and IS/ISO 6742-2 Explained

BIS certification for bicycles in India is narrower than most guides suggest. The rule in force is the Bicycles – Retro Reflective Devices (Quality Control) Order, 2020. It makes the ISI mark compulsory for bicycle reflectors under IS/ISO 6742-2:2015. Complete bicycles need a BIS Certificate of Conformity for the reflector clause of IS 10613, not a full ISI licence for the whole cycle. This guide explains what is mandatory, what is voluntary, and how manufacturers and importers get certified.

Is BIS Certification Mandatory for Bicycles in India?

Yes, but only for the reflector requirement. The Department for Promotion of Industry and Internal Trade (DPIIT) notified the Bicycles – Retro Reflective Devices QCO in July 2020 under the BIS Act, 2016. Amendments later pushed back the implementation date, and the order is now in force. It has two parts:

ProductIndian StandardWhat BIS requires
Retro-reflective devices for cycles (front, rear, side, wheel and pedal reflectors)IS/ISO 6742-2:2015BIS licence and ISI mark
Complete bicycles fitted with reflectorsClause 4.14 of IS 10613:2014BIS Certificate of Conformity

Goods made only for export are outside the order. A later amendment also exempted small reflector imports for R&D and certain imports by bicycle makers for export production.

Note: DPIIT circulated a wider draft “Bicycle & Bicycle Parts (Quality Control) Order” in January 2023. Check its current status before you plan. Until it is notified, the 2020 reflector order is the legal requirement.

The Standards: IS 10613, IS 15533 and IS/ISO 6742-2

  • IS/ISO 6742-2:2015 – Cycles: Lighting and retro-reflective devices, Part 2. This covers photometric performance, colour, durability and marking of reflectors. Compliance is mandatory with the ISI mark.
  • IS 10613:2014 – Cycles: Safety requirements for bicycles. Only clause 4.14 (reflector fitment) is mandatory under the QCO. The rest of the standard (brakes, frame, fork, steering, wheels) is voluntary, but it is good practice to design to it.
  • IS 15533 – Safety requirements for bicycles for young children (aligned with ISO 8098). This is currently voluntary. No notified QCO covers it at present.

Who Needs BIS Certification

  • Reflector manufacturers in India or overseas need a BIS licence to IS/ISO 6742-2.
  • Bicycle manufacturers and brand owners need a Certificate of Conformity for clause 4.14 of IS 10613 and must fit only ISI-marked reflectors.
  • Importers may clear reflectors and bicycles only from certified sources. Foreign factories apply under FMCS and appoint an Authorised Indian Representative (AIR).
  • E-commerce sellers should list only bicycles with compliant reflectors and keep the certificates on file.

BIS Certification Process for Bicycle Reflectors (ISI Mark)

  1. Identify the reflector types (front, rear, side, wheel, pedal) and group them into model series.
  2. Set up in-house testing and quality control for IS/ISO 6742-2.
  3. Test samples at a BIS-recognised laboratory.
  4. Apply on Manak Online, or through FMCS for foreign factories.
  5. BIS inspects the factory and draws samples.
  6. BIS grants the licence and CM/L number, and the reflectors are marked with the ISI mark.

Certificate of Conformity for Complete Bicycles

  1. Confirm that every reflector fitted carries a valid ISI mark.
  2. Check reflector positions and fitment against clause 4.14 of IS 10613.
  3. Get test reports from a BIS-recognised laboratory.
  4. Apply to BIS with the bicycle details, reflector licence numbers and test reports.
  5. BIS issues the Certificate of Conformity for the covered models.

Documents Required

  • Factory details, ownership documents and layout plan
  • Manufacturing process flow chart
  • List of machinery and in-house test equipment
  • Test reports to IS/ISO 6742-2 or clause 4.14 of IS 10613
  • Bill of materials, with the CM/L numbers of the reflectors used
  • Trademark registration or brand authorisation
  • For foreign manufacturers: AIR nomination and FMCS undertakings

Timeline and Cost

StageTypical duration
Gap analysis and document preparation1–2 weeks
Sample testing at a BIS-recognised lab2–4 weeks
Application and scrutiny1–2 weeks
Factory inspection (ISI licence route)2–4 weeks
Grant of licence or certificate2–4 weeks after a clean review

Durations are indicative. FMCS applications take longer because of overseas inspection. See our BIS certification cost and timeline breakdown for fee heads.

Common Mistakes

  • Assuming the whole bicycle needs an ISI licence and over-scoping the project
  • Fitting reflectors from suppliers without a valid BIS licence
  • Changing reflector suppliers or positions after certification without updating BIS
  • Treating IS 15533 as mandatory, or ignoring it for children’s cycles sold to safety-conscious buyers
  • Foreign factories applying without an AIR

Frequently Asked Questions

Is BIS certification mandatory for bicycles in India?

Under the Bicycles – Retro Reflective Devices QCO, 2020, reflectors need the ISI mark to IS/ISO 6742-2:2015. Complete bicycles need a BIS Certificate of Conformity for clause 4.14 of IS 10613.

Do bicycles need the ISI mark?

Not for the complete cycle at present. The ISI mark is compulsory on the reflectors. The bicycle needs a Certificate of Conformity for reflector fitment.

Is IS 15533 mandatory for children’s bicycles?

No. IS 15533 is currently voluntary, as no notified quality control order covers it.

Can foreign manufacturers export bicycles or reflectors to India?

Yes. Reflector makers need a BIS licence under FMCS with an AIR, and bicycles must carry certified reflectors with a Certificate of Conformity.

Are bicycles made for export covered?

No. Goods made only for export are outside the order.
