Choosing the right BIS certification consultant in India decides how fast your product reaches the market. The Bureau of Indian Standards (BIS) runs several certification schemes, and the scheme, Indian Standard (IS) and test plan that apply to your product are fixed by the relevant Quality Control Order (QCO). Picking the wrong one costs months. PCN Global India Corporation maps your product to the correct scheme, manages testing in BIS-recognised laboratories, files on the Manakonline portal, coordinates the BIS factory audit and keeps your licence compliant after grant — for Indian manufacturers, importers and overseas factories.
BIS operates its certification schemes under the BIS Act, 2016 and the BIS (Conformity Assessment) Regulations, 2018. The scheme is not a choice — it is set by the QCO or notification that covers your product.
| Scheme | Typical Products | How It Works | Mark |
|---|---|---|---|
| ISI Mark Licence (Scheme I) | Steel, cement, appliances, pumps, cables, toys, footwear, chemicals and other QCO-notified products | Application, factory inspection by BIS officers, sample testing, grant of licence | ISI mark with licence number (CM/L) |
| CRS Registration (Scheme II) | Electronics & IT goods — adapters, laptops, mobile phones, LED products, batteries, CCTV and more | Testing in a BIS-recognised Indian lab, online registration; no routine factory audit | Standard Mark with R-number |
| FMCS | ISI products made outside India | ISI route for overseas factories: AIR, overseas factory inspection, testing, performance bank guarantee | ISI mark |
| Scheme X | Notified machinery and electrical equipment | Type testing plus assessment of the manufacturer’s quality and conformity system | Standard Mark |

Model inclusions, renewals, annual production data, marking fees, labelling and surveillance support.
Share your product list and specifications. We confirm the QCO, IS number, scheme and effective date for each model.
We group models into series where BIS guidelines allow, so fewer samples are tested and fees stay low.
We prepare the technical file, legal documents and — for overseas factories — the AIR nomination.
Samples are tested in India against the applicable IS; we follow up with the lab until the report is issued.
Application filed with fees; we answer BIS queries and keep the file moving.
We prepare your factory for the BIS officer’s visit and support sample drawal and closure of any findings.
Licence or registration granted; we set up marking, labelling, renewals and model additions.
We issue a product-specific checklist after the applicability check, so you only prepare what BIS will actually ask for.
| Route | Typical Timeline* | Main Cost Drivers |
|---|---|---|
| CRS registration | 4 – 8 weeks after samples reach the lab | Lab test fee per model/series, BIS registration fee |
| ISI licence (Indian factory) | 2 – 4 months | Application, inspection and licence fees, testing, marking fee |
| FMCS (overseas factory) | 4 – 6 months or more | Overseas inspection charges, testing, USD 10,000 performance bank guarantee, marking fee |
| Scheme X | Depends on product and assessment | Testing and assessment fees |
*Indicative only. Actual timelines depend on lab queues, test results, BIS query response and inspection scheduling. We share a fixed professional fee and an itemised estimate of government and lab charges before you start.
Send us your product list — we will confirm the applicable QCO, IS standard and scheme, and share a clear plan with timelines and costs.
A BIS consultant confirms whether your product is under a QCO, identifies the correct scheme and Indian Standard, plans testing, prepares documents, files the application on Manakonline, supports the factory inspection and manages post-licence compliance such as renewals and model additions.
It is mandatory for products notified under a Quality Control Order or the CRS order. Such products cannot be manufactured, imported, stored or sold in India without a valid BIS licence or registration. For other products BIS certification is voluntary.
The ISI mark (Scheme I) involves a BIS factory inspection and sample testing before a licence is granted. CRS (Scheme II) applies mainly to electronics and IT products and is based on testing in a BIS-recognised Indian laboratory followed by online registration, without a routine factory audit.
Yes. Overseas factories apply through FMCS for ISI products or through CRS for electronics. In both cases the manufacturer must nominate an Authorised Indian Representative resident in India. FMCS applications are accepted online only on Manakonline from 1 June 2026.
Indicatively, CRS registration takes 4 to 8 weeks after samples reach the lab, an ISI licence for an Indian factory 2 to 4 months, and FMCS for an overseas factory 4 to 6 months or more, depending on testing, queries and inspection scheduling.
No. The BIS licence or registration is granted to the manufacturer for a specific factory. Importers and brand owners must ensure the actual manufacturer holds the licence or registration covering the models they import.
