China is India’s largest source of imported electronics, appliances and industrial goods — and many of these products now fall under a BIS Quality Control Order or the Compulsory Registration Scheme. A factory in China must therefore hold its own BIS licence or registration before its goods can enter India. PCN Global India Corporation helps Chinese manufacturers obtain BIS certification through FMCS (ISI mark) or CRS (electronics), acting as the India-side partner for documentation, testing, Manakonline filing, the Authorised Indian Representative and post-grant compliance.
From around 2020, BIS approvals for factories in China slowed sharply, and many applications remained pending for long periods. Industry reports in late 2025 indicated that the Government would resume processing licences and renewals for suppliers from several countries, including China, on a case-by-case basis while it clears pending files.

Yes. Factories in China can obtain an ISI licence through FMCS or a CRS registration for notified electronics. Approvals for Chinese factories slowed after 2020, but reports in late 2025 indicated processing would resume case by case.
Yes. Both FMCS and CRS require an Authorised Indian Representative resident in India who is responsible for compliance matters connected with the licence or registration.
No. The licence or registration is granted to the manufacturer for a specific factory. The importer must make sure the Chinese factory holds a valid licence covering the imported models.
For FMCS (ISI mark) licences, yes — BIS officers inspect the overseas factory and draw samples. CRS registration for electronics does not involve a routine factory inspection.
After the FMCS licence is granted, the manufacturer must furnish a performance bank guarantee of USD 10,000 through a bank with an RBI-approved branch in India.
CRS registration typically takes 4 to 8 weeks after samples reach an Indian lab. FMCS usually takes several months because it includes an overseas factory inspection; timelines for Chinese factories can be longer given current scrutiny.
