TSEC certification from BSNL QA and CACT for telecom products

TSEC Certification from BSNL QA / CACT: How Telecom Manufacturers Qualify for BSNL and BharatNet Tenders

India’s public telecom build-out — BharatNet, BSNL’s 4G/5G and fibre roll-out, state broadband networks — is one of the largest procurement markets for optical fibre, GPON equipment, passive components and telecom power systems anywhere. But there is a gate at the front of almost every one of these tenders: each quoted model must hold either a TEC Type Approval Certificate or a TSEC from BSNL’s Quality Assurance organisation.

For many manufacturers, TSEC is the faster and more familiar route to that eligibility. In this guide, PCN India Global explains what TSEC is, how BSNL’s QA & Inspection Circle and CACT (Component Approval Centre for Telecommunications) are involved, which products need it, the evaluation process, documents, validity and renewal — and how a TSEC can be converted into a TEC Type Approval without retesting.

Why TSEC Matters: The Tender Eligibility Gate

TSEC is not required to sell telecom products on the open market — MTCTE, WPC and BIS handle statutory market access. TSEC matters because public buyers write it into their eligibility criteria. A typical BharatNet-style clause requires that GPON OLTs, ONTs, OFC and rack-mounted splitters carry a valid Type Approval Certificate or a TSEC from the Quality Assurance Circle, BSNL, Bengaluru, and states that only type-approved or TSEC-approved products will be accepted. Where a quoted model is not yet approved, some tenders let bidders submit the TSEC registration number allotted on application — so applying early can directly decide whether you can bid.

BSNL QA&I Circle and CACT: Who Does What

  • QA&I Circle — receives and registers applications, conducts the Infrastructure Assessment, evaluates test results and issues, renews, suspends or cancels the TSEC.
  • CACT, Bengaluru — BSNL’s accredited test centre for telecom components, single-mode optical fibre (ITU-T G.652.D, G.655, G.656, G.657 series) and OFC raw materials such as PBTP, HDPE and LSZH sheathing compounds.
  • Accepted external labs — may be used for tests outside CACT’s scope, as permitted by QA&I for the relevant GR.

Products Typically Requiring TSEC

  • Optical fibre cables — duct, aerial/ADSS, armoured, ribbon, micro and drop cables.
  • Optical fibre itself and OFC raw materials.
  • Passive components — PLC/FBT splitters, joint closures, FDMS, ODF, patch cords and pigtails.
  • HDPE/PLB ducts and micro-ducts.
  • GPON OLT, ONT/ONU and element management systems.
  • SMPS power plants, rectifiers and telecom batteries (VRLA / Li-ion).
  • Other network items procured by BSNL against a TEC GR or BSNL specification.

Step-by-Step TSEC Process

  1. Lock the specification. Identify the exact TEC GR number and version (or BSNL specification) in the tender you are targeting.
  2. Run a gap analysis. Check your model clause by clause and close any design or testing gaps before you apply.
  3. Prepare the technical dossier. Compliance statement, datasheets, drawings, BOM with raw-material sources, quality plan and in-house test procedures.
  4. Apply to BSNL QA&I. Submit the application and prescribed fee; obtain the registration number for the TSEC case.
  5. Clear the Infrastructure Assessment. QA officers audit production capacity, test equipment and calibration, ISO 9001 QMS, incoming material control and traceability; an IA certificate is issued.
  6. Testing. Samples are drawn and tested against the GR at CACT or another accepted lab, typically witnessed by QA.
  7. Evaluation and grant. After clarifications are closed, the TSEC is issued for the approved model with its certificate number and validity.
  8. Maintain compliance. Mark products with model, serial number, manufacturer name and TSEC number; seek prior approval for any change.

Documents Required

  • Certificate of incorporation, GST, PAN and Udyam/MSME certificate (if applicable).
  • Factory licence or registration and proof of premises for the assessed site.
  • ISO 9001 certificate for the manufacturing facility.
  • Clause-wise compliance statement against the GR / BSNL specification.
  • Product datasheet, drawings, BOM and list of critical raw materials with approved suppliers.
  • In-house test equipment list with calibration certificates.
  • Accredited lab test reports applicable to the GR (EMC, safety, environmental, optical).
  • Authorisation letter for the signatory; Indian entity arrangement for overseas OEMs.

Validity, Renewal and Conditions

A TSEC is valid up to the date mentioned on the certificate, and is linked to the facility’s Infrastructure Assessment. Apply for renewal at least three months before expiry — an expired TSEC is treated as a fresh case, with the full process repeated.

  • Prior QA&I approval is needed for any change in design, facility or raw-material source.
  • QA&I may inspect or test products at the user’s or manufacturer’s site and suspend or cancel the TSEC for poor performance.
  • Products must carry the TSEC number with model, serial number and manufacturer name.
  • A TSEC qualifies the product; it does not guarantee BSNL orders.

Timelines vary with the GR, IA scheduling and laboratory load — budget several weeks to a few months and begin before the target tender is published.

Mistakes to Avoid

  • Wrong GR version — testing against an older GR than the tender cites.
  • Unprepared factory — uncalibrated instruments or thin QMS records at IA.
  • Silent supplier changes — switching fibre, compound or component sources after approval.
  • Late application — missing the bid window when a registration number could have sufficed.
  • Ignoring statutory approvals — TSEC does not cover MTCTE, WPC ETA or BIS CRS.
  • Missed renewal — letting the TSEC lapse and restarting from scratch.

TSEC Within the Wider Compliance Picture

A GPON ONT supplied to a BharatNet project may need a TSEC (or TEC TAC) for the tender, MTCTE certification as notified telecom equipment, WPC ETA if it has Wi-Fi, BIS CRS for its power adapter, and EPR e-waste registration for the producer. Planning these together avoids the common situation where the tender approval is in place but the consignment cannot be sold or deployed.

This guide reflects published BSNL QA practice, the 2023 TEC order on Type Approval based on TSEC, and TEC’s 2024 CAB designation of CACT. Procedures, fees and GR versions are revised periodically — confirm the current BSNL QA&I requirements and the GR cited in your tender before testing.

Frequently Asked Questions

What does TSEC stand for?

Technical Specification Evaluation Certificate. It is issued by BSNL’s Quality Assurance & Inspection Circle for a specific product model made at an assessed facility, after evaluation against the applicable TEC Generic Requirement or BSNL specification.

What is the role of CACT in TSEC?

CACT — the Component Approval Centre for Telecommunications at Doorvani Nagar, Bengaluru — is BSNL’s NABL-accredited testing centre. It tests optical fibre, OFC raw materials and telecom components, and since April 2024 is also a TEC-designated Conformity Assessment Body for those tests. The certificate itself is issued by the QA&I Circle.

Which tenders ask for TSEC?

BSNL procurement, BharatNet tenders, state broadband network SPVs and other PSU telecom buyers commonly require each quoted model to hold a TEC Type Approval Certificate or a BSNL TSEC. Some tenders accept the TSEC registration number at bid stage, with the certificate needed before supply.

Can a foreign manufacturer get a TSEC?

TSEC is tied to an assessed manufacturing facility, so the Infrastructure Assessment must be arranged for the actual production site, usually through an Indian subsidiary, partner or authorised representative. Confirm the current BSNL QA requirements for overseas facilities before applying.

Do I need to retest at TEC if I already have a TSEC?

No. A 2023 TEC order allows a Type Approval Certificate to be issued on the basis of a BSNL TSEC granted against a valid TEC GR, without retesting. The TAC is valid for the remaining TSEC period, and registered MSMEs and DPIIT start-ups are exempt from TEC’s fee.

What happens if I change a component supplier after getting TSEC?

A change of raw-material source, design or facility needs prior approval from BSNL QA&I — in many cases a fresh approval. Unapproved changes can lead to suspension or cancellation of the TSEC.
